Question / Help Ideal Streaming Setting?

720p@30fps, 2000kbps, x264 Veryfast or lower.

...except with that low upload speed. Not sure you're going to be able to do much. Try 240p or 360p@30fps, 600kbps, x264 with 64kbps AAC audio. Even that's overrunning the recommended margin, and you won't likely be able to play multiplayer/online games. You really, REALLY need a better upstream connection badly.

Noted. So basically I need to call up AT&T and get me some sexy internet? What Speeds should I be looking for?
 
3-5mbps upload is a good range, leaning toward the higher if possible. 5-10 should give you pretty stable streaming with plenty of overhead for online gaming with minimum network impact on ping (with some shaping and settings tweaks in some cases like League).
