I mainly stream H1Z1 and CS:GO and have searched everywhere for other people having the same problem, of having about 80-95% usage while streaming these games which results in fps lag and very frustrating moments while playing FPS games, but it seems no one else has the problems that I am having with my obs settings.

Was hoping maybe someone on the forums could help me solve this problem I'm having. I've even gone as far as changing my video encoding to Quick Sync but even then I experience choppiness. While streaming like I said I see my computer running at about 80-95% on the CPU usage and 90% on the RAM usage.

I downloaded something called Core Temp to track the CPU temp but I've yet to stream and game while watching the temp. Could this be a cooling problem? I idle at about 26-33 C on all four cores.

My system consists of
Also, I stream and play games on the same rig. I do have chrome running on the side but it's just my dashboard/pandora/nightbotDJ

Code is in link I provided because it's to long.

If I recall correctly, CS:GO runs on the source engine which tries to render as many frames as possible. You should be able to enter a dev console and set your fps_max to 60 in order to keep it from putting so much load on your CPU, otherwise it tries to render up to around 300 frames. Not sure how that will play with vsync as that tends to introduce mouse lag though, but give it a shot.

If that alone doesn't work, set OBS to render at 30 FPS and see if that helps.

Tried Quick Sync yet..? It should work really well and the quality is pretty damn good.

Serveral things to consider here:

1. Are you using the 660GTX as your main GPU in OBS?
2. How are you capturing the game? Window capture, Game Capture, or Monitor capture?
3. This one is tid bit off subject but, you should consider giving your 4790K and gentle overclock (seems you have a after market cooler given your temps).
4. I suggest turning your bitrate down to 2500 (assuming you are on twitch, that and I have the exact same setup and game in this case [I have a GTX 970 though in lieu of a 660] may also take a load off a bit).

I will run a test myself to see if I can't replicate your issue and get back to you as soon as possible. Until then try what I have listed above and let us know what's going on.

Thanks for the suggestion, I tried this and unfortunately it didn't solve my problem.

Answers:
1. Yes, I use my 660 GTX.
2. I capture all games using Game Capture.
3. Being that the temperatures are a bit high for my liking and I've always wanted liquid cooling. I went ahead and dropped 60 dollars on exactly that. Let's hope that does the trick.
4. I know multiple people streaming at the 3k rate with an identical cpu, but I am unknowing of if their processor is over clocked or how they are cooling it. I hope that liquid cooling will let me keep the quality!
