Question / Help i7 4790k, GTX 970, 16GB Ram, 20 Mb/s upload, but game lags when streaming?

I get 30fps when trying to stream the game, it also delays my inputs which is crucial on games I play by a few ms, which, in CSGO etc, counts.

I try to stream at 60fps..

Howeever, when I stream at 30fps, I get fine frames, just delay, is there any way to remove the delay from both, if not, then the 30fps one?
