Presets are a bunch of different variables that determine the overall quality of the stream and the amount of processing required to encode it. Faster presets use less processing power but produce a lower quality image, slower presets will use more processing power to achieve slightly better quality. Slower presets are not very efficient though -- you end up using a LOT more processing for much less increase in quality.
"Veryfast" is recommended for basically everyone, but if you feel you have some extra CPU power that isn't being used you can try dropping your preset to "faster" or "fast" and see if you can tell a difference in stream quality vs. in-game performance.
I think CFR is mostly used for video editing purposes. Some programs don't play nice with VFR (Variable Framerate).
