Question / Help i5 3570k & CS:GO = Bad performance

Hello,
i have a problem with my CPU & CS:GO while streaming. The game feels strange, laggy and the animations are stuttering.

I know about the hook conflict but i dont know which program is conflicting. I uninstalled Raptr, Fraps etc. Closed Steam, Teamspeak and every program i could find in the taskmanager.

Even on this settings i can really play:

imho its currently an issue with obs and w10 for some reason the ingame performance gets really laggy/stuttery

Yes, i did. Felt a bit better but not

It wasnt great on windows 7 too. That was the reason why i switched to win 10. :/
