Your computer is a dual core, it is quite understandable that it doesn't keep up with encoding 1080p30 footage. Your first recording session is actually 360p, which looks to have worked a lot better, are you sure you didn't change anything?

The cpu does have quicksync support, so if you used that before, that might also be an explanation. You seem to be changing your bitrate a lot later on in the log, I assume you are doing local recordings. Perhaps you can look at this guide: https://obsproject.com/forum/resources/how-to-make-high-quality-local-recordings.16/ for a way to effectively make local recordings. However note that this will not work with quicksync.
 
This log shows significant improvements. Perhaps you should try to increase the crf factor a bit, 16 is pretty damn high quality. Or you could downscale the resolution a bit more.
