Hello, I have been trying to stream World of Warcraft recently, and when I use the settings OBS estimator tells me I still lag.
My Download speed is 26.42 Mbps and my upload speed is 5.70 Mbps (Checked using Speedtest.net). My monitor is 1080p but I stream at 480p. max bitrate: 3500, buffer size: 3500. my FPS is set to 25. I also bluescreen when I try streaming after about 30 mins. Computer specs: 8gigs of Ram, Processor: AMD FX 4-Core, Graphics card 2GB Radeon7850. Also when I am trying to stream about 60% of my frames are dropped. If there is any extra information I am missing feel free to reply! All help is appreciated.

Bitrate is way too high.. Your CPU is not the best for such a high bitrate.
You should try going down to 1500 bitrate if you want to stuck at 480p (3500 is overkill for that resolution anyways. You kinda want to run 720p at 60 FPS with 3500 bitrate). You probably have to stuck there.
FPS is ok.
If you would've had an AMD FX 6-Core, problems would be far less. An FX 4-Core isn't really good for streaming purposes.

Edit: The problem with the estimator is, it suggests low settings on CPU part, which is great. But if you have fast internet it suggests high settings, which actually affects your CPU a lot.
That's why it doesn't really help too much. It needs a "proper calculation". The estimator needs to consider settings from every part together, not separately.

If you're getting a bluescreen, it is most likely caused by an faulty driver or an unstable overclock.

I installed an older version of my graphics driver and disabled my overclock, I'll reply back if I get it working or not.
