Question / Help I need some help with Local Recordings( i5-4690)

Hello, How are you today?

So I will start with my Specs

MOBO: ASUS Z97‑E
CPU: i5-4690(Non K)
GPU: GTX 970 FTW
RAM: Hyper X furry 8gb
Hard drive: 1TB 7200RPM

So my issue is what settings Should I choose for OBS? I will upload my Log file in a few. When streaming I MY FPS drop in video games. I do downscale to 720p. Also Should I use OBS multiplatform?
