Question / Help I need serious help...

So I have been trying to stream on twitch for roughly a month and have just recently actually set up my schedule so that I can put a decent bit of time into it monday-friday. However roughly 30 days ago I bundled my existing internet with a new cable package. Which dropped me from the xfinity blast pro tier internet to just the blast tier. I have contacted comcast several times and they have attempted to solve my problem many times. They have sent a technician out who has done everything he could to try and fix it, but I am still dropping frames constantly in obs studio. Before I bundled my internet and tv I wasn't having this problem. However, this is where it gets interesting. I downloaded obs classic today and tried it out to see how it worked, and to my amazement I didn't drop a single frame. I have replicated the settings in obs studio and changed them and done everything imaginable to try and get it to work but it won't. If I run the setup wizard it suggests I stream in some ungodly low resolution with a bitrate of 850. But in classic I didn't drop a single frame in 720p 30fps, but this is where it gets weird. The whole time I was using classic for a good 10 minute test stream my stream health was red. It was just solid red..... But I was still streaming with no frame drops and the quality was good. I have an i7 6700k overclocked to 4.2 ghz. paired with a gtx 970. 16 gigs of ram and am using a 144hz ben q monitor. I have tried everything I can possibly think of to solve this but I can't I need help. Anything is appreciated.

Try enabling the new networking code in Advance Settings.
It has some drawbacks but I saw a few people where it solved frame drop issues.

I have tried that and it didn't fix the problem. I have 10 mb/s up and the problem is that my upload speed is just jumping all over the place from above what i am trying to use to below it rapidly. I have contacted my isp 4 times about it and they have assured me everytime that it is working as intended. I have replaced modems and had them come out to check on it 2 days ago. I have another call scheduled today but I just have no idea whats going on.

Blast Pro and Blast both offer up to 10Mpbs upload speed. The difference between the two plans are download speed.

You got something else going wrong. Its likely in how you are setting up OBS. We cant help you if you don't post logs. Your problem could be anything and we'll all be sitting here asking tons of questions based on very generic information and little specifics.
Update:
Ok, so now you just posted your log.

This is your problem:
06:23:04.007: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 237 (36.7%)

You also got a too aggressive preset:05:58:59.029: [x264 encoder: 'simple_h264_stream'] preset: slower

Change it to veryfast

What does that mean? I am troubleshooting it with a friend and I just realized a key point is that there are 2 factors that I believe could be causing it. Roughly a month ago is when this problem started and since then I have gotten cable with my internet plan in a bundle. I think it could either be that the bundle in some way negatively impacted my speeds even though they were supposed to stay the same, or the other option is I only have the modem that they gave me when I got the internet. Could the modem be the problem? My friend thinks it could be that since I have only the factory modem and got a tv subscription that the modem may be experiencing problems or being interfered with. They have swapped out the modems though and it didn't fix it.

Last year they started recommending to use a different cable modem as they were doing system upgrades. Realize though that this is geographic location specific. Ask them if you need to have DOCSIS 3.0. I dont use nor rent their modems. I have my own. Make sure it is on their supported list.

Update. Once again I just had a technician come out and replace all of my cables and wiring and modems and etc and I am still experiencing the dropping frames. He suggested it could be my Ethernet card in my computer, but I am skeptical because I don't lag or have any problems any other time whilst using the internet it's only when I am streaming that it occurs.

I have come down to the conclusion that it is either A.) my internet plan being subpar to the one I previously had even though it's supposed to be the same, or B.) For some god forsaken reason my house just literally isn't compatible with any streaming software.

Just wanted to bump this post and say that when I stream to youtube gaming it is almost 100% better and doesn't drop nearly as many frames. So I have no idea what it is.
