Question / Help I need help with adjusting my steam please.

I've followed the guide on here to the best of my abilities and my stream is dropping frames like mad. I had over 1300 dropped frames in just a small 15 minute stream test. Here is my setup and what stream settings i use.

-Windows 10 Pro
-AMD Phenom 2 x4 @3.4Ghz
-MSI OC 4GB Nvidia GTX 760
-6GB Ram
-Internet Speed 60Mbps Down, 5Mbps Up

OBS Settings

Encoding: Video Encoding - Use CBR: On, CBR Padding: On, Max Bitrate: 3000. Audio Encoding - AAC 48khz 128 Bitrate Stereo

Video: Base Resolution: 1920x1080, Downscale: None, Filter: Bilinear, FPS:30

Advanced: Multithread Optimization: On, x264 CPU Preset: Superfast, Use CFR: On, Everything else disabled.

If someone could lend some info on what could be dropping my frames i would really appreciate it. Thanks :)
 
i dont think its settings, i think its more time to upgrade your cpu it is some outdated hardware , its fine for gaming but when it comes to streaming and encoding it is not powerful enough.
 
Ive tried all that and the only thing that works is to lower my bitrate down to 1800 or lower and downscale to 720p, but then the quality is really crappy, doesn't even look 720p. Anything else i could try so i could at least have a decent looking stream? I used to stream awhile ago @720p with 2500 bitrate and the stream looked really good and had no problems with it. The only hardware change i've made was getting a better video card.

Ideally you should see at least one (preferably more) server in the mid/upper 90s. If changing that option seemed to make a difference, go to Settings > Advanced in OBS and check the box at the bottom labeled "Disable TCP send window optimization".

The highest quality i was able to receive was 84
 
i was having terriable luck trying to stream @480p at 30fps 900kbps , all i did was set obs to high priority via task manager

, and now i have zero issues streaming no lag no buffering even when streaming the division, not sure thats an advisable solution but i seriously tried everything from settings to networking and this seemed to be the only fix that actually did something (ps i also cloud never get a quality server near the 90s alsways like 82 to 84 )
