Question / Help I need help optimizing my recording settings

I've been searching around the internet and there are many differing opinions on what the best settings are. I've been messing around with them and if anything, they have gotten worse. I mainly just record things to show friends or just for my own entertainment, but I want it to look good. I want to be able to record in 1080p at 60 FPS, but whenever I do it, it is in 1080p at 60 FPS, but the quality is terrible and I can't figure out why. I doubt that my computer is causing this limitation, but it could be. I will add a link to my rig below. What are the best settings for recording games like GTA V (at max settings) in 1080p at 60 FPS?

What settings do you use in OBS, could you share those? I primarily use OBS to record gameplay, and have really good looking video quality afterwards at 1080p60, so I may be able to help if you share you encoding settings and under 'advanced'.
 
you need game capture as source. monitor capture with games is bad idea unless game capture will not work for some reason
also consider moving to obs studio, classic obs is not developed anymore

Just about the only difference in our settings is that I use CBR and Encoding profile is set to high. But, aside from that the VBR shouldn't really cause that much of a decrease in quality, and truthfully the gameplay looked okay to me. I also use the NVENC preset of High Performance, but that's because I have sort of an underpowered rig for right now. As for switching to OBS Studio, I wouldn't if you prefer to use NVENC unless you have Windows 10. Not available on 7, or 8 from what I can tell. I was told that OBS Legacy is fine to use.

I used the monitor capture as my source to account for variables, but I normally use game capture and it turns out similarly. I just didn't want to throw Movie Maker into the mix. I could record another sample using just game capture if you would prefer, but I don't think it would show anything different.

Windows Movie Maker has an odd time handling high quality videos that are in the mp4 container. While it's possible, whenever I used Movie Maker it would shoot out my fine looking recordings to really pixelated and terrible quality. If you do edit your videos, moving to something like Shotcut might be beneficial for you as it can do really well with the quality, it's what I use for all my videos.

I've been messing around with my settings a little more and I was able to bring the quality up, but there is still some motion blur present. What should I do to fix this?
