Well i have been watching videos from youtube how streamers put OBS settings 720p or 1080p streams and when i do exactly same things as they do, my stream still lags and i dont belive that its because of my computer or i do not want to belive it

My Computer specs are:

Windows 8.1 Pro
GPU: Sapphire Radeon R9 280x Vapor-X
CPU: AMD Fx-8350 (i have unlocked parked cores)
RAM: Corsair Vengeance 8Gb
Power: Coolermaster GX Lite 500W
Motherboard: Asus M5A99X Evo
Download Speed is 70-90Mbit/s
Upload Speed is 10-12Mbit/s

Sorry for my bad english and thank you already for helping me :)

probably because of that

23:09:11: Video Encoding: x264
23:09:11: fps: 60
23:09:11: width: 1920, height: 1080
23:09:11: preset: fast
23:09:11: profile: main
23:09:11: keyint: 120
23:09:11: CBR: yes
23:09:11: CFR: yes
23:09:11: max bitrate: 3500
23:09:11: buffer size: 3500

your cpu is not able to handle those settings especially not as a gaming+streaming rig

i even doubt that your cpu could handle 720p60 on fast preset

if you want to stream with 60 fps downscale by 1.5 (1280x720) and use the veryfast preset

if you want to stream 1080p use 30 fps and also veryfast preset

change your scene buffering time back to 700

and depending on what game you want to stream use another scene with game capture for best performance

well buffering is a twitch problem

all you can do about it is lowering your bitrate as a "non partner" since your viewers will always end on the same server
