That is an old, very low power CPU (designed for battery life) and you are asking about doing real-time video encoding, which is VERY computationally demanding... so just make sure your expectations are realistic.. you will most likely need to optimize your Operating System to minimize all unnecessary processes, and configure OBS to minimize hardware resource demands.
