I've been streaming for a few month without any problems but in the past 2-3 months I haven't streamed at all until I got a new PC.
My Problem right now is, that as soon as I start streaming OBS starts to drop ALL frames and after about 10 seconds I get the "disconnected...retrying in 10"-message.
I've already tried a lower bitrate, clean installing OBS, disabling the Windows Firewall and my AV, changing servers and streaming hosters.
A few months ago I was able to stream 1080p25fps with around 4000kbps bitrate to a server a friend of mine owned back then but I can't try that one right now because he doesn't own the server anymore or has uninstalled the streaming software.
I have around 4.5-5 MBit/s upload and around 100-105 MBit/s download and I don't really think the connection is too slow because the stream completely stops/drops every single frame, not only a few.

EDIT: I should propably mention that I tried Amsterdam, Frankfurt and London.
EDIT2: Video of the problem:
(The video uploaded without any problems at 0.65 MByte/s according to NetSpeedMonitor which is a tool that seems to be reliable and accurate)
