Question / Help I have to choose between either high ping or framerate stutters..

Hey everyone!
So currently I stream on OBS using a Live Gamer HD Lite. I understand my PC has to do the encoding. I only got the capture card to get rid of the framerate stutter that game capture gives me.

Anyway. I stream on 1400kbps, 1024x768 stretched screen resolution, 960x540_30 for the stream and all that jazz.

My issue is I have to choose between either insane ping warping in CS:GO or random framerate drops with stutter that hinders my mouse input.

Case 1) I utilise the "Minimise network impact" option under Encoding settings. This fixes all my ping issues when I stream. I sit at a consistent 30 ping in the game servers I play on. Every 20 - 30 seconds I experience framerate drops down to 180 from 300. Although this framerate is still high, there is hardcore stuttering and it is very noticeable in lost mouse input when turning.

Case 2) I can alleviate the framerate issues by disabling the Minimise network impact option. My framerate sticks to the capped 300 and the stream still runs smooth as with Case 1. However my ping warps from 30 to 100 constantly. It's really irritating. Lowering the bitrate down to something as low as 500 still doesn't solve this. Considering I can still stream fine network-wise with Case 1, I don't think my upload speed is the issue here.

Here's a log of me playing with minimise network impact ON (framerate issues): http://pastebin.com/baa49vFf
And here is a log of me playing with minimise network impact OFF (ping issues): http://pastebin.com/TVWpy2th

Extra info: NVidia drivers up-to-date. Dual monitor setup. Capture card is cloned to my main monitor, which is obviously how it receives video.

I'm more than happy to try any suggestions and provide extra information! Thank you very much for your help.

Try lowering your bit rate to reduce high ping.
Hey thanks for the response.
As I mentioned in my post I have tried that with both "Minimize network impact" set to true and false. Since I have no issues with high ping when it's set to false, I don't think my bitrate is the issue here.

It is, though. High ping is caused by your stream and the game competing too much for internet bandwidth. Minimize Network Impact is supposed to alleviate that problem for certain routers that have trouble managing that bandwidth, and enabling that option is the standard solution. But you said that caused framerate stuttering. So the only other solution is to reduce your bit rate until your ping stops spiking, even lower than 500kbps.

Having said that, it's certainly possible that the framerate losses aren't due to Minimize Network Impact being enabled, and just due to normal encoder load. If you're extremely sensitive to framerate drops from 300 to 180, then perhaps you should consider getting a dedicated encoding machine.
