Question / Help I Can't use my OBS for simple streaming! Please Help

Hello!
I'm having a big trouble to star a streaming (to capture) my desktop screen, the following error is this one:

Well... and this is my computer stuff, i used some GPU-Z program for i can see what i have to start streaming

I guess i have a dicent computer just to use for streaming my desktop, no games, and i have at least DirectX 10
(I'm using Windows 7 32 bits)
I have followed this tutorial that someone did for people like me having trouble just to start streaming, it didnt work
I tryed downloading the new version of DirectX, but i can't do that either...when it finish says "you have no more updates"
The local i want to show my live streaming is in this site: Picarvo.Tv
For streaming there i have to use this OBS program, and they show us how to configure the OBS to use here: Tutorial for streaming in Picarvo.TV

Can someone help me? i tryed everything i could

What is GPU?
You mean the program i download to show my computer settings?
and this is the role trouble i have to fix to run the OBS proprely?
If so, where i need to download the new one? if i can download it

So my problem is my physical graphics hardware, and not the DirectX?
But i tested in video games before and didnt showed something like "you can run this game because your CPU is low"

The problem is that your physical graphics hardware is too old and does not support the DirectX functions OBS requires to run.
