Intel says it is not on your processor so I would have to go with them on this one.

Not on that PC unfortunately. the 2020m is a very slow dual core laptop and without quicksync, there's really not a way unless you want to try it at 360p 25fps on superfast preset. that might run...but the quality will be very bad.
