I can't even get the install setup program?

I'm trying to reinstall an older version of OBS because the new versions can't stream Valorant anymore but this message keeps popping up for me so I can't even get the install setup program to work. It keeps saying TeX works was unpacked and it is unpacked when I check the location the prompt indicates to but I don't know how to fix this. I've searched online for a while now and I haven't seen anyone else encounter the same problem so is this normal or is my laptop fucked. My laptop system is on Windows 11 Home right now.

And do all the security steps needed to remove any kind of backdoor and password recollection you may have in your system.
