You have to disable hardware acceleration in chrome for OBS to be able to capture it. Read http://ccm.net/faq/35743-google-chrome-how-to-disable-hardware-acceleration. If you're trying to window capture TwitchAlerts, you should add its widget URL as a browser source instead.
