Question / Help Huge ping while streaming

I'm using obs 0.12.3. I have 6 mbps upload. Im streaming at a bitrate of 1600 at 360 resolution and I still have constant ping spikes of 200-600 ms every 10 seconds or so. It makes streaming essentially impossible.

I keep reading about an option in obs called minimize network impact, but this option literally does not exist. Would really appreciate some help, am confused and frustrated :[

I copied my last log into the next 2 replies because logs are in a folder called AppData which apparently doesn't exist.
