Then you will have to contact Tiktok support for further assistance.

Hi! You need to be at least 16+ years and have more than 1000 followers on TikTok to go live. Then the custom RTMP button will appear after you begin to start live streaming. In the end you can use OBS Studio, or other tools to broadcast gaming or other content from your PC.
