Question / Help How to set up streaming with this

Have you tried running OBS yet? Wikipedia tells me the 9800 GT only supports DX10.0, this might not be enough to succesfully run OBS.
Apart of that your system will be VERY limited anyway I have to say :/
Pretty old dual-core processor and an old graphics card. You might be able to get a recording setup but streaming at decent quality and resolution will be pretty much impossible. An upgrade would be recommended.

Agreed with Jack0r, your current specs do not lend itself well to streaming. You could probably pull it off, but likely wouldn't be watchable in any sense of the word.
