OBS doesn't cover the entire stream thing, like on the sides there are black bars. I undownloaded and restarted once and it fixed it temporarily, but now I can't fix it. Someone please help. http://imgur.com/elDKZ8H

You need to set up your resolution in the Settings->Video section.
Twitch expects a 16:9 feed (1280x720, 1600x900, 1920x1080, etc) and will letterbox any feed it receives which is not in that aspect ratio. From the screenshot provided, it appears you're using a 4:3 ratio base resolution there.
