Also, depending on your recording or streaming settings, you may not use more than about 5 cores out of something like the http://ark.intel.com/products/82930...ssor-Extreme-Edition-20M-Cache-up-to-3_50-GHz even at 1080p60 using one of the slower sounding presets.

1080p at all there requires bitrate well above the range non-partners can reasonably use, and 1080@60 needs rates that close in on 'banned as a denial-of-service attack' territory.
I'd advise dual 10 or 12-cores if money is no object, with the highest core clockspeed you can get, leaning toward more clockspeed at that point as 2 extra cores aren't going to make up for an extra 500MHz across the board.
