Question / Help How do I do this graphical effect?

What I want to do is have these designated areas pulsate in a specific colour (4 colours) when a specific Skype user speaks. It's just a fun little thing I want to do, really, but I don't know how to go about it. I want the colour to be stronger at the center of the area and dissipate as it gets to the edges, and depending on how loud the speaker is, will also affect the size of the pulse.

Any ideas how to do this would be amazing!

Awww, that rots. any third party applications that anyone knows of that can do that and I just have OBS stream that? I've seen this done in the past for prerecordings that used things like After Effects or something.
