Question / Help How can I stream without the Mosaic? (HELP!)

Please help me!
When I stream with OBS, I also use to record the video with OBS.
But after I watch the video, I notice that my videos are not clear, like some mosaic on them.
How can I mix it?
I try to change the x264 CPU preset to fast and try to change the quality balance, but it not mix the problem.

Actually what quality balance should I set with I stream "League of Legend"?
And what x264 CPU preset should I set?

My CPU: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz
GPU: AMD Radeon HD 6800 Series

Is that a better GPU will make a better video out? Which GPU will be recommended?

Hmm, ok you are probably limited to 1500kbit upload right?
In that case I would lower the fps to 30 and maybe add a slight downscale, for example to 910x524 (1.50) in the Video settings. I noticed your output resolution is 2px too short, it should be 1366x768 but its at 1364x768, nothing bad but maybe reset that to 1366x786.
The quality in this case is mostly limited by the bitrate, I see you already tried different presets, but they cannot do miracles in this case. (A different GPU would not change the quality)

Actually I have done an internet speed test, it shows that I have 8.23mbps of download speed, and 3.18mbps of upload speed, I can maybe make a bigger limit for upload.

How should I do to improve it?
Or is it very normal? Cannot do things to improve?
