Question / Help how can i stream smoothly and with quality with obs

i was wondering my stream sometimes lags and isn't smooth and not good quality
heres my specs for my pc:
cpu - i7 7700k
gpu - msi gtx 1050ti 4gb
ram - 16gb of ddr4 vengeance
DL/UL - 23.07/4.92

my question is how could i make my stream smoother and better quality im aiming for 720p 60fps
i also have around 250 pounds cash to buy any necessary upgrages

Is my CPU bottlenecking?
My GPU?
