The settings I posted may be a TINY bit different from when I recorded the video. But it's relatively similar

My specs:

You got a small amount of duplicated and late frames (about 0.4%) which seems to result in the little microshutter you see in the recording.

This is hard to track down but I assume your PC might be on it's performance peak with recording going on.
You can try to limit FPS in CS:GO to something like 120 to give a bit performance back.

You can also try OBS Studio, it has some optimizations in it which might already eliminate the problem for you.
It's also much easier to setup recording with good quality (just use Simple Output and select the quality you want).
