when i dont have obs open my minecraft looks like this when i have obs opened it looks like this pls help

Stop trying to record at 240fps. Above 60fps is unsupported, and will strain most systems and cause problems.
Some idiot on YouTube keeps recommending recording at pointlessly high framerates for Minecraft, and needs to stop already.

the lag starts as soon as i open obs i tried your fix and it still didnt work

0. If available, update to Windows 10 2004 per https://obsproject.com/blog/five-simple-tips-for-new-streamers
1. You are running the 32 bit version of OBS on a 64 bit system. This will reduce performance and greatly increase the risk of crashes due to memory limitations. You should only use the 32 bit version if you have a capture device that lacks 64 bit drivers. Please run OBS using the 64-bit shortcut.
2. Run 64 bit OBS as Admin.
