Question / Help Horrible stuttering on stream for Rocket League, Fortnite has no problems

Hey! New streamer here. For some reason, streaming rocket league gives it horrible stuttering on my stream. Fortnite looks fine.

Of note-PC specs: Ryzen 5 1600, GTX 1060 6GB, 16GB RAM

OBS settings: x264 encoder, rescale to 1280x720 (from 2560x1440p), CPU usage preset=faster, profile=high, downscale filter=Lanczos, (sharpened, 32 samples), 60 FPS

I have had the same issue on 30 FPS, Bicubic scaling, veryfast CPU usage, (none) profile, various other bitrates and a few other settings I've tried out that I can't remember.

Both games were capped at 180 FPS. The games run fine, it's only on stream that it stutters not the actual game (frames are a little lower while streaming but w/e). The stream looks worse when Rocket League is capped at 250. Stream looks the same when Fortnite is uncapped or capped anywhere else. OBS uses about 14% of the CPU with those settings, CPU is only being used like 20% with all things running. GPU runs 95%+ with both games.

Any advice to stop the stuttering? Fortnite is fun and all but Rocket League is my main and is the one I care about streaming, it's annoying that so far I've been unable to.
