Connect the video output of the camera to the capture card.
Plug the capture device into a USB port of your computer.
Run OBS.
Add a Video Capture source to a scene. Right click that source, choose "properties" and find your capture device on the list of possible sources. If it's not there, then your capture device either isn't supported by OBS or needs a driver from the manufacturer.
