Question / Help Hmm Drop Frames or Bad GFX CARD?

Hey guys recently my sister got into streaming and she is using my old i5 3570k oced with liquid cooling to 4ghz.
Heres the problem i didnt change anything on the computer except switching out my 970 and giving her a crappy video card from 2000 lol as well as the memory..

but for some odd reason the computer keeps dropping frames i connected to Miami Florida using the twitch location tool and it said 82. However we have an upload speed of 10mb/s and her bitrate is set at 1250..

Here are the logs.. I think it might be the video card tbh.. but let me know your input..
This is gonna be a long trial and error..

Sorry let me rephrase that she gets dropped frames as well as fps stuttering while streaming..

unfortunately i cant post a ss (shes playing league of legends atm. and im more than 500 miles away from her. moved out) but i did the test prior to posting this. The best test we got was Miami FL at 82 with 32ms/ 10k+ kbps

will post one as soon as possible though.

Any other suggestions? haha im puzzled here the world of streaming isnt my thing.

I believe it is. Thank you for your input. Odd thing though. When i tried to stream on the same computer i didnt have this issue which is why im posting here but thanks!
