So i ran a speedtest and this came up, Whats the best bitrate for this

With an upload of 0.4 Mbps you are unlikely to be able to stream. Sorry.
I would say an absolute minimum would be 2 Mbps upload speed (running at around 1200 Kbps bitrate).
4+ Mbps would be ideal, which would allow you to use a 2-2500 Kbps bitrate, which is the recommended limit for non partnered streamers.
Maybe look at getting your internet upgraded if at all possible...
