Yes, I don't recommend 60fps on 720p with only 2500kbps. 720p30 should look pretty decent, though.
 
720p60 requires around 3500kbps to look good during high motion. If you cant hit 3000-3500kbps, you might aswell drop down to 720p30
 
720p @ 45 FPS at 2500 bitrate should look pretty decent.
Just make sure preset is at veryfast and not lower or higher, also make sure you're using the x264 encoder and that CBR is checked.
Using Lanczos filter will also give a sharper image without having a massive impact on your computer.
