Question / Help High Fps, But feels like Refresh Rate Lag?

So I have my stream setup, and I get this weird really unsmooth feeling when I play any kind of game with Game Capture, and most likely anything else.

I can have 300fps, but it feels like I'm playing on around 60hz instead of my 120hz smooth rate.

I have a 50download 5up connection.

GTX 570
Oced to 4.3 2600k
12GB G.Skill Ram 1600hz Freq

And I'm running Build 62b, it still happens on the latest, "stable" build aswell.

EDIT: I've tried tons of things from down scaling to reducing or increasing frame rate of the stream, multiple things, that would just be too long to list.(Just lazy honestly)
 
I actually havn't tried this yet, Alright I'll try and report back

I mean it kinda helps, it's really hard to tell.
