So this isn't only in OBS, but shows a lot with OBS. My specs are as follows:
CPU - 8350 @ ~4.3Ghz
GPU - 7990 Clock
PSU - 750w
RAM - 8GB 1600Mhz

Basically all you need to know. I can record some game at low settings, with OBS at 720P (downscaled) and veryhigh with crf of 15.
Recent log file "analyzed" : https://obsproject.com/analyzer?url=https://gist.github.com/anonymous/3649a69321c7e78974ed
recent log file raw: http://pastebin.com/b1WBVNeR

I think it might be my PSU, since it is very low for a 7990 alone, not considering the 8350. I was looking into upgrading, and also wondering if there is a way to record (and stream) losslesly with a capture card. Not talking about price, talking about lossless capture. Thank you all for your time,
PB

P.S. I cannot even record or stream @ 60FPS 720p ... I would like to get to 1080p60, or at least 1080p30. Would a nVidia 980 be better since it has shadowplay?

this might be caused by crossire since its a 7990 but the log doesnt show a 2nc gpu adapter so thats kinda weird

7990 pulls around ~380watts and the cpu overclocked probably around ~150 so ~530 gone by those two parts this leaves over 200 for everything else so your psu should be fine

you might try using game capture and as another test disable aero

since those logs are all about streaming

for streaming i suggest using cbr which locks the quality settings

for local recording your crf value is fine maybe try something a little bit worse like crf=18

also use the ultrafast preset

1080p 60fps

cfr checked
cbr unchecked

bitrate doesnt matter and leave the buffer at 0 as first tests
