Question / Help High CPU Usage

Ok, so I read the thread stickied above about the various issues around OBS however I am not streaming so I am not 100% sure if those rules above apply to me or not. I am a little worried that my CPU is hitting 70% usage on ETS2 while recording and I cant even record with Car Mechanic Sim 2015 due to High Encoding error.

I was also curious, as far as the downscaling goes, if I am playing at 2560x1440p but only record at 1920x1080p, when I render at 1080 and upload to youtube will it still be in HD or will the quality be bad? Oh and same question for 30 fps recording vs 60, will it look poor if I record at 30 instead of 60?

If you're recording locally, read this guide instead:

Especially note the Ultrafast encoder preset, VBR bitrate, and 0 buffer to enable 'use whatever is needed' bitrate unlocking. You can afford to do that when it's just going to a local disk, and you don't have to worry about live bandwidth.

Hey guys so I am trying to record PC gameplay on obs, but so far I've been using the monitor capture scene and it has been dropping frames like crazy. Any ideas as to how I could fix this?
