Question / Help High CPU Usage...

I'm sure there are lots and lots of threads about this! I'm hoping i can get some help as I'm at a loss for what to do...

My internet is 65 mbps down/ 4 mbps up :( Wired to the router

Old Setup -
(prebuilt) it was an ASUS motherboard, and an AMD Phenom II X6 1045T Processor, 8 gigs (4 2g sticks) of low quality ram, a cooler master power supply and an ASUS GTX 970 Turbo (decreased power comsuption, etc)

New Setup -
ASRock FM2A88X+ Killer
AMD A10 5800k APU
Noctua Low Profile NH-L9A CPU cooler
Same cooler master power supply (600W, 80+ bronze)
HyperX Kingston DDR3 2400MHz Ram (8g, 2 4g sticks)

Currently i am streaming Destiny using an Elgato Game Capture HD, to OBS, while playing with my old setup i would get high encoding occasionally just while playing Destiny, downscaled to 720p and at a bitrate of 1800/1800, but most of the time i was okay. The issue would occasionally when i would watch another stream while i was streaming, or do something else on my computer besides stream.

When i attempted to stream something like WoW while i was raiding, i wouldn't have to many issues. Now that i have been wanting to switch back to PC streaming, i'm encountering an Issue again :(

Earlier i was streaming Devilian (fairly new game) with Normal Graphics settings, and still encountering a high encoding issue while playing the game constantly. I know i'm using a sub par CPU with the A10 5800k, however it was a donation and i thought it would be an upgrade over my old Phenom. I'm sure i'm going to have to get a new processor after the holidays have died down, but for now i'd figure i would try to get some help. Is there anything i can tweak in my settings to maybe make this a bit better? I'm very worried about quality, i'd like to stay with 720p if thats a possibility, but i am open to suggestions as to what would make my stream run better!

Any help would be appreciated (including advice on another FM2 processor that would be a noticeable upgrade over what i have!)

That APU is even a bit slower then your old CPU. You will have to downscale further down then 720p.

Well the way i understood it, the A10 5800k is more powerful in the single thread department, and less so in multi threaded. So i can have a basic understanding, playing a game + using OBS = using multi threaded? I honestly don't understand how that part works :(

Is there an FM2 processor that would be an upgrade? or am i just looking at adding an Intel + intel motherboard? And if so, are there any in the 200-250 range (MOBO + CPU) that would be a good upgrade over what i have? preferably one with a newer socket that would be upgradable.

Are there any settings i could tweak besides the downscale? or is that generally the way to go?

OBS x264 real-time video encoding will use all the cores you have. It's massively parallel. You have 20+ cores, it will run them all at 100% quite happily. Some people have 30+ core multi-CPU rigs in fact.

Games only use 1-2 cores usually. But the video encoding is the heavy part.

No, the further downscale is really the best way to go. You could use a faster encoder preset, but the faster the preset = the less CPU used = the worse compression is used = the worse your stream will look at a given bitrate. Downscaling will look better since you'll have more bitrate for fewer pixels. Raising the encoder preset will make it look like someone smeared vaseline all over the screen. Don't do it.

Thanks for the reply FerretBomb, that was extremely informative and I feel like i understand things more, which is the best feeling haha. Any recommendations on an Intel Mobo + CPU? Ideally i5 for now (one that is an increase over mine), that fits a socket i can grow into with an i7 later in the year.

I actually overclocked the A10 to 4.4ghz (i can maybe go higher), and i'm able to do 720p @ 30 FPS, i can also do 616p @ 60 FPS with slight issues, but if i tweak to 4.6 ghz i think that will be no issue.
