I'm sure there are lots and lots of threads about this! I'm hoping i can get some help as I'm at a loss for what to do...
My internet is 65 mbps down/ 4 mbps up :( Wired to the router

Old Setup -
(prebuilt) it was an ASUS motherboard, and an AMD Phenom II X6 1045T Processor, 8 gigs (4 2g sticks) of low quality ram, a cooler master power supply and an ASUS GTX 970 Turbo (decreased power comsuption, etc)
New Setup -
ASRock FM2A88X+ Killer
AMD A10 5800k APU
Noctua Low Profile NH-L9A CPU cooler
Same cooler master power supply (600W, 80+ bronze)
HyperX Kingston DDR3 2400MHz Ram (8g, 2 4g sticks)
Currently i am streaming Destiny using an Elgato Game Capture HD, to OBS, while playing with my old setup i would get high encoding occasionally just while playing Destiny, downscaled to 720p and at a bitrate of 1800/1800, but most of the time i was okay. The issue would occasionally when i would watch another stream while i was streaming, or do something else on my computer besides stream.
When i attempted to stream something like WoW while i was raiding, i wouldn't have to many issues. Now that i have been wanting to switch back to PC streaming, i'm encountering an Issue again :(
Earlier i was streaming Devilian (fairly new game) with Normal Graphics settings, and still encountering a high encoding issue while playing the game constantly. I know i'm using a sub par CPU with the A10 5800k, however it was a donation and i thought it would be an upgrade over my old Phenom. I'm sure i'm going to have to get a new processor after the holidays have died down, but for now i'd figure i would try to get some help. Is there anything i can tweak in my settings to maybe make this a bit better? I'm very worried about quality, i'd like to stay with 720p if thats a possibility, but i am open to suggestions as to what would make my stream run better!

Any help would be appreciated (including advice on another FM2 processor that would be a noticeable upgrade over what i have!)
