Question / Help High CPU usage?? with high end computer and csgo

Hi guys Im currently trying to stream CS:GO with my computer and Im having a hard time to stream here are my specs:

AMD FX9590 4.7ghz 8-core
Radeon R9 290x 4gb
8gb Hyper-x Fury ram
and 5mb upload

Im trying to stream at with a max bitrate of 2800 and buffer size 3000 with a 1.5 resolution downscale with 60fps. why can I not achieve this?

Did a quick OBS Log Analyser, and this came up:

"Aero is disabled

You might even have to consider doing 30-45fps, since 60fps streams require too much bandwidth to work properly.

ive tried re-enabling aero, and lowering the fps and it didnt help at all.. monitor capture is only on one of my scenes and not my primary one that i stream the game with

try downscaling the webcam input and if possible dont use monitor and game capture in the same scene

ive had the same problem with league before.. and i did something to fix it but i cant remember what it was, but this could totally be the problem.
