Question / Help High CPU usage & poor performance

So I got a separate system to do encoding and streaming use. It is actually an older server/workstation employing two quad core xeon x5470s @3.3ghz and 16gb of ram. Using an AVermedia Broadcaster HD for capturing input from my main PC. Between systems the second system experiences very poor performance not being able to encode 1080p@30 3500kbps, struggling usually at 85%+ cpu usage and only managing average of 24fps.

Now the system doesn't have a mainstream GPU, having an onboard ATI ES1000 with 16mb of ram. Would adding a GPU of any kind increase performance in OBS? I read somewhere that OBS does use GPU for some work, compositing/etc? I have noticed that in settings that OBS does have a a GPU listed in the video section.

My main PC with an FX-8350 and GTX 680 encodes 1080p@30 3500kps with no sweat, and between the two systems all benchmarks show the 2nd system being only slightly behind CPU wise, even though the CPU is 4-5 years older.

I know the log shows over a RDP connection as that is the primary way I connect to it, but everything said here applies both in RDP session as well as local testing on the machine.

I had the feeling as such, but didn't want to shell out the money on a PCI-E 1x GPU, mobo only has PCI-E 8X slots, if it wouldn't have affected anything. Thanks!
