Question / Help High CPU usage fix?

Hello, I am currently trying to stream league of legends and everything goes fine from the streaming part but I have one little issue. I am running like 3500 bit rate 60 fps 720p. But when I play league at random times throughout the game I get random cpu usage spikes. They are at the most random moments and cause everything to freeze for a few seconds. Looking at the task manager it does show obs is what is using the cpu but I don't get why is spikes so randomly. I have a AMD fx 9590 8 Core CPU and a Radeon HD 7700 series GPU. All of this with 8 gigs of ram. Anyone know how to fix this? I mean I would hope this AMD fx 9590 processor can handle streaming... Even if I lower the settings to lets say 45 fps, 2500 bit rate, I still get these random ass cpu spikes. Kinda confused. So random

you should monitor your clockspeeds with a program like HWiNFO. If you drop below your maximum speed then your CPU is throttling somehow.

Also, try right clicking OBS' process in task manager and setting its affinity to cores 2 through 8, so LoL has free reign over core #1 (and #2 if it wants it). It'll minimize conflicts with CPU usage (and keep your in-game FPS high).

There is also no such thing as a "AMD 7700 series GPU". There's the 7730, 7750, 7770 and 7790 GPUs. You should learn which one you have for your own sake, in case people need to know information about your system.

thanks for the advice ill try it out. And btw, a 7700 SERIES means that's its somewhere in the 7700. one of those cards. So I was correct with my statement. Im replacing it anyway soon so. with a Sapphire r9 290 tri-x

Agreed with possible throttling which is pretty common with FX8 series CPUs (the IHS temps max out around 65c) which is the temp on the heat spreader.
I often use resource monitor from task manager's performance tab as well then check the box next to OBS.exe and put it on CPU view. this will highlight the % of CPU used by OBS and if OBS spikes or another program (could be virus scanner or even MS One drive backing up...

Your statement was correct, however when it comes to troubleshooting with specific cards, it's pointless, as it covers four different cards. I was not bashing you, but I want you to be certain of what you have. There is nothing more frustrating to someone trying to help a user fix a possible hardware or driver issue for them to say "yeah I *THINK* I have one of these things" then point to like six different pieces of hardware.
