the best bet is to try something to stream then post your logfile. there are many settings and variabled of how people like their streams to be. a good starting point would be 480p @ 30fps 1500bitrate/buffer key frame interval to 2
same settings just set your buffer to 0, this will unlock the bitrate to go as high as the encoder needs for best quality. Another option if you want to do higher resolution (i.e. 720@30 or even 1080@30) use this VCE build of OBS:

This will use your AMD GPU to encode video instead of your weaker CPU.
