HEVC (H.265) works smooth but AVC (H.264) lag and overloaded

so I try to record with AVC but it's overloaded and lag very hard and I don't know how to fix it
so I use HEVC instead and it's works perfectly fine at 1080p60
but now I want to live stream but the encoder doesn't have HEVC option

HEVC H.265 (VBR 10000kbps Quality)

AVC H.264 (VBR 10000kbps Balanced High)

Spec:
Ryzen 7 3700U
16GB DDR4
RX Vega 10
Windows 10 64bit

I don't know anything about encoders but if this two works in different way and my hardware just can't handle h264 then I apologize!

Any help would be appreciated!

Not sure if your problem is the same as mine, for me I can see the Video Codec 0 100% occupied in Task Manager when the heavy frame drop happens. And by stopping & re-enabling recording, it has a chance to be solved (Video Codec 0 occupation drops below 90%). If yours behaves similar to mine, we could be on the same boat.
