Question / Help Help with Stream - Kinda noob

Hello everyone.
First i want to say that i tried 1000 solutions and then i decided to come here and to ask for help.
So also i want to say that i am really sorry if i ask some stupid question.

I want to start streaming Heroes of the Storm.
My internet speed is

My PC specs are:

CPU: Intel Core i7 3770 @ 3.40GHz
MOBO: Gigabyte Z77-D3H rev 1.1
HyperX Beast 8.00GB Dual-Channel 2133MhZ
Radeon HD7750 1GB OC Edition


I have no experience regarding streaming. I watched some random videos on youtube how to setup OBS
but in all this videos i think i have better pc specs and net connection so i cam here for more information.
What is the "best possible" stream quality i can pull out with my current PC and Internet? And if is possible
someone of you guys to give me information what kind of settings i should "set" in OBS.

I tested settings from estimator, and its still bad. :) But thanks for help anyway.
Any other suggestions maybe?

Is it even possible to stream with my internet speed and my pc spec? I want to stream in 720p :)

Downscaling from 1080p to 720p will always the the image a bit blurry. Also the image doesn't seem that bad for the settings that you are using, you might have some unrealistic expectations of streaming quality.
 
Oh, thanks for responding. So what do you think, what is best possible setup i can get from my connection and pc?
In the meaning of: What resolution to stream? How much bitrate? FPS? Etc... Sorry for me being spammy :-)
