So I downloaded OBS yday and tried to capture some WoW footage, but sometimes the quality goes really blurry, so I changed the downscale to 1280 x 720 and FPS to 20, but it's the same thing.

My computer is;
-AMD Radeon HD 8570D
-AMD A8-6800
-Asrock FM2A745 Pro4
-8 GB RAM

By blurry do you mean the picture is boxy and not smooth? If that's the case, lowering the resolution and bitrate are actually backfiring on you and making is worse, if you're only doing a local recording, you can easily increase the bitrate to make quality better.

Nah, by blurry I mean it's blurred and it's not smooth at all.
You can't read some of the text(names) because it's blurred.
Like that

When you downscale it makes smaller text more difficult to read. However if you have insufficient bitrate, you really don't have much of a choice. Either increase bitrate and increase resolution (if you have sufficient upload rate), or you unfortunately might have to live with smaller text being less readable.

I tried everything.. max bitrate with lower and max resolution = same thing
And it's not the text size that you can not read, the text itself is blurred none of the letters are readable... and the whole screen is blurry. I tried lowerin' my desktop and in-game resolution = same thing. Lowered the detail to minimum = same thing. Tried another program and it was WAY better, so the problem is not on my side.
If you can't figure it out, just tell me that you don't know what's wrong, gotta deal with twice bigger files,but atleast better quality.

Again, the problem is due to settings. In your last log file you had both insufficient resolution and insufficient bitrate, both of which are the prime factors for the quality of those minor details. When downscaling, you must also use the downscale filters to reduce image blur.
