Question / Help Help With Obs Setup

So the problem is that my stream is playing but as you can see on the replay from the link its gets blurry during movement. Also for some reasons even with CBR set in OBS my bit rate jumps up and down. My frame rate is set to 30 and the res is 1920x1080 bit rate is set to 3200. The following is my system specs and a link to the video Thank you for any time and help.

CPU- Intel Core I7-5820k
Mother Board - Asus x99- Deluxe
Ram - Corsair Vengeance LPX 16Gigs DDR4
OS - Windows 10
GPU - EVGA 980ti
SSD - Samsung Evo 250 GB

ISP - Comcast 180 down 12 up

Again thank you for any help i have been trying so many different things. I just want the stream to look good. I have also tried 3500 bit rate and get the same thing.

Well i have the same rig, just the 970 instead of 980TI and my CPU runs at 4,5GHz.
Your stream looks ok. High movement will cause the encoder to work harder than a static picture (when you just stand around).

Increase your preset settings so you can actually use your CPU to push harder for better quality. But careful, even 1080p 30fps can hit that CPU really hard, specially if not overclocked.
With your bitrate (3500) you are at the soft limit what twitch will take without pulling out the banhammer, keep it there.
But dont expect much, WoW can be hard to encode with all the small details and a lot of stuff happening (raids etc). If you would stream to youtube or something else like hitbox, you could pump way more bitrate into the stream and hope that viewers can take it or switch to a lower quality provided by the streaming service.

Thanks man i feel like my CPU and GPU are barley being used when i stream they sit around 35-45% and they are both Water cooled. For the preset should it be fast or faster is set to the default right now i dont remember the name of it. I am also using game capture. Thank again for the help and time.

Go with the slower preset, 1 down, check the CPU load. I can take 1080p 60FPS at "faster", thats the limit of my CPU. Your will be less powerful, unless you slam it to 4,5GHz core and 4,1GHz uncore.
Remember that slowing down the preset will double the CPU load.
Just tested 1080p 30FPS with the "fast" preset here. Works fine, 30% CPU load average, spiking out at 35%. So every game should be playable, but i think this is the limit of what is possible without having the 5960X or an even stronger Xeon 12-24core system.

P.S. remember to adjust settings for different games, WoW is not really hungry, but if you stream tripleA games, you might run into the CPU limit.
