Question / Help Help with buffering problems

Trying to have a decent stream for all, but i cant figure out how to fix buffer problem

Specs:
Intel Core i7-2600 CPU 3.40GHz
16.0 GB Ram
Graphics card Nvidia Gforce 770

I usually stream bitrate of 3000 at 30 fps
