Help With Blurry Stream from OBS to Twitch

I've tried every setting and every source on the internet, I cant find a solution. My stream blurry when moving in game , but then when sitting still image is perfect.

I'm using a AMD Radeon RX 6800, Ryzen 9 7900x, and 64gb of Ram. I have tried different output resolutions, different bit rates, etc. My
monitor is 3440x1440p. I'm trying to stream at 1920x1080p. Attached are screenshots of my settings.

The issue is a lack of bitrate, don't expect perfect quality from only 8mbps and the AMD encoder.

Is there anyway to get around this at all?

Change your FPS to 30 or/and your resolution to 720p. YouTube recommends 12 Mbps for SDR 1080p 60 FPS with H264. That's a bit more realistic. Add a static border or 2 or 3 or 4 to your scene. More bits for the dynamic content.
