I currently am looking for the best settings, from each individual tab specifically/important for OBS.

My current settings:

i5 2500k 3.3Ghz Quad Core.
8GB DDR3 Ripjaw Series RAM
Radeon HD 6870 GPU
(Dual 1080p Monitors) - Typically looking to stream in 720p.

I will be consistently streaming Counter Strike/Fast paced games majority of the time. As well as my Xbox here and there.

I've messed around with a lot of settings, although I do have one primary issue that is reoccuring.

When I stream Counter Strike: Global Offensive, I never have frame drops. I typically range 120-250Fps consistently. Although with whatever settings I seem to use, I seem to drop to almost 50Fps sometimes while I stream. Not sure why that is, considering the amount my computer seems to handle with ease. I am a Computer Tech/Network Tech, so I am not new with these things :3

Never the less, what would be the best recommended settings more or less for me to be using so I can maintain consistent frames?

I'm really only looking to stream in 720 downscale 1.5 as I stated previously.

Any/Immediate help would be appreciated :3

It's pretty vtial to include a log file of the issue if possible. There's like two sticky posts asking to post a log file because we really want people to post their log file to be able to diagnose problems.

It says:
Monitor capture detected

One of your scenes appears to be using monitor capture. Monitor capture is the slowest and least efficient method of capturing, and can cause FPS lag on both your stream and your game. Consider using game capture or window capture instead (this does not apply to Windows 8).

Yep, under Win7 Monitor Capture is terribad and slow. Stop using it. Turning off Aero is a band-aid for games that have no other method of capturing them, but is still going to provide pretty craptastic performance all-around. Use a Game Cap or Window Cap (with Aero ON) instead.

Now, does that mean that if I have checkmarks in all my sources for ALL of my scenes, then they are active no matter what scene section I have selected on the left on OBS?

Because I use a different Scene for Xbox 360 vs CS GO on my PC.

The Monitor Selection was a subscreen capture on Showbiz to stream my Xbox 360, since OBS doesn't support HD PVR 2.

The only sources that are active on a give scene are the ones in the scene that are checked, and global sources. If a source is not a global source and is not in the current scene and/or not checked, then it will not be active.

When I stream Counter Strike: Global Offensive, I never have frame drops. I typically range 120-250Fps consistently. Although with whatever settings I seem to use, I seem to drop to almost 50Fps sometimes while I stream.
That quote confuses me...are you or are you not having FPS drops while streaming? The first sentence says you're not, the second sentence says you are.

The best ways to ease computer load (so that games can run better) are by lowering frame rate, lowering resolution, and raising the x264 preset. You've already gone up to ultrafast on the x264 preset, so the next step would be to drop your frame rate back down to 30fps and see how that frees up resources.

What I meant by it is that I have Vertical Sync (Double/Triple Buffer) completely off to sustain higher FPS. When I start the stream, it seems to overly use resources just to handle it. I found a setting that seems to work OKAY. Although, I am unable to just use Vertical Sync.

Using Vertical Sync is a "No-No" when it comes to Competitive Players. Can cause latency between mouse movements, etc. We aim for the lowest ping/firmest FPS/best equipment to hold our accuracy to the highest standard.

Although I have another desktop better than the one I am using now, primarily for Competitive. But regardless, this PC is way above the streaming standards/requirements to do so. As with any other game has no loss in framerate. Only noticing this with Counter Strike.

On top of that, it's unsettling that HD PVR 2 isn't supported :(

x264 is a demanding encoder. It will take a lot of computer resources to live-encode a video stream. It's just a fact of life. If you want to play and stream on the same computer, you're going to have to make concessions either on the game's performance side or on the video quality side. I already told you how to reduce OBS load by reducing quality, so if that's not enough, then you'll need to consider using a second computer to do the encoding for you and capture your computer with a capture card.

As for the HD PVR 2, it's actually not that surprising that it's not supported, since it's a USB 2.0 HD capture device. It outputs encoded video for it's DirectShow filter, and OBS currently doesn't have a way to decode it. But the HD PVR 2 and other encoded capture cards like it will be supported in the OBS rewrite. So hopefully you won't have to be so unsettled for long.
