Hi i need help for configuration my obs. Before whit 0.4 version have good ping and watchable stream but now i have random lag spike and i i cant found good settings. My pc spec is (i know is older pc but for streaming quakelive 800x600 is enough)
CPU Quad core q9500 3.1ghz
AMD radeon hd 6670 2gb
16 gb ram ddr2

Download 9.80
Upload 0.8

If you're getting high ping, that means your stream and the game are competing too much for your internet connection. First try enabling "Minimize Network Impact" in Broadcast Settings, and if that still doesn't help, try lowering the bit rate that you are streaming at.

yes i have enable it but the problem is if i use 0.4 version no problem and stable ping but if try to use new version whit same settings i have lag spike (i use cbr whit 7 quality in obs 0.4)

Wait, version 0.4 of OBS? That is absurdly old...

What service are you streaming to?

twitch i know is old but whit newest version i have lag spike

It's probably because the old version of OBS does not put on you CBR, but Twitch requires you to use CBR. If you want to be fully compatible with Twitch, you'll need to use CBR, which the newer versions of OBS default to having on.
